I have vista, and i had cs and it worked fine. Then i reinstalled cs and then i had this problem. I fixed it by going into my cstrike folder, and then find two files called motd.txt and motd_temp. Right click both files, properties, and set them as read-only. You won’t be able to see the menu on the above the ok button, but hey, u can join any server!

find all(probably 2) motd.txt files in cstrike folder .go to properties and make them read only..
also close the fire wall and run application at admin level
    it will work 100%

My friend had the same problem on Vista Ultimate x64 SP1.
I solved his problem by running cs in XP SP2 compatibility mode and by removing save32.exe from the task manager’s process list. His problem was WhenU save(it’s an adware) which comes with old BS player.
Maybe you have the same problem caused by an incompatible software.
I recommend you to install latest drivers, Windows updates and you should turn off Windows firewall
