as dmund.m said, you can not install an upgrade without a base install.
But have you thought about installing ME and then upgrade it to 98?
Check Microsoft support, they have plenty of manuals and support there lately!
you cannot install an upgrade, if you don’t have a previous licensed version of windows already installed on the same pc. you will need the full version of Windows 98.
VERY VERY EASILY!
You can install the Win98 upgrade disc if you have the Win95 disc available. 95 does not have to be installed.
